He trained as an electronic technician serving in the Royal Navy until 1977 when he left to take up a post in the Ministry of Defence.  Following the privatisation of the royal dockyards, Councillor Ball spent the remainder of his career in the commercial world developing DML’s sales and marketing defence portfolio before his retirement in 2006.

Councillor Ball has served on several committees since he was elected including Mount Edgecumbe, Tamar Bridge and was Vice-Chair of the Overview and Scrutiny Boards as well as Chairman of the Customers and Communities Overview and Scrutiny Panel.  In the year leading up to his selection as Deputy Lord Mayor, he has served on the Constitution Review Group, Standards Committee, Working Plymouth Scrutiny Panel and the Licensing Committee.

Councillor Ball said: “I would like to thank the Lord Mayor Designate for asking me to be his deputy for the forthcoming year. It is a privilege and an honour for both myself and Dianne. I know John will be an excellent ambassador for the City of Plymouth and will give 100 per cent in his role. It will be a fantastic experience for us all and I’m looking forward to supporting him in his year of office.”

Councillor Dr Mahony said: “I am delighted that Councillor Richard Ball has agreed to be my Deputy Lord Mayor for the City of Plymouth for the municipal year 2015-16. I am sure that Cllr Ball and his wife Dianne will be a great asset to the Lord Mayoral team and be ambassadors for Plymouth both within its boundaries and beyond.”
