Work to start on Outland Road junction improvements

Work to upgrade junctions along Outland Road will get under way on Monday 12 September.

The Outland Road Junction Improvement Scheme aims to reduce congestion between Peverell Park Road and Torr Lane, improving journey times for motorists and service reliability for buses on this busy route. It will also improve road safety by upgrading pedestrian crossings and providing new on-road cycle lanes.

Modern and efficient signals have already been installed on the Peverell Park Road junction and signals will also be upgraded at the Ham Drive/Weston Park Road and Torr Lane junctions.

The right-turn lane into Ham Drive (just past Morrisons) will be extended to create more space for traffic turning right. This will help ease the overspill from queuing traffic that often blocks traffic heading toward the city centre. An extra lane will be provided for traffic turning right out of Torr Lane and the right-turn lane out of Ham Drive will also be extended.

Councillor Patrick Nicholson, Deputy Leader and Cabinet Member for Strategic Transport, Housing and Planning, said: “Outland Road is on the main route to and from the north of the city and it’s really important to keep traffic flowing along this corridor as Plymouth continues to grow.

“By investing in more responsive and efficient traffic signals and providing more space for vehicles turning into Ham Drive, we hope to reduce a lot of the queueing we see, especially during peak times. We are also making it safer and easier for people to walk and cycle along this busy route.”

Work will take place between 7.30am and 5pm Monday to Friday and on the occasional Saturday between 8am and 1pm. It is expected to take around 30 weeks to complete.

Disruption will be kept to a minimum and two traffic lanes will be kept open in both directions on Outland Road throughout the work to keep traffic flowing but there will be restrictions on some surrounding roads:

Torr Lane

Right turn into and out of Torr Lane from Outland Road will be closed for the duration of the work
Left turn out of Torr Lane into Outland Road will be closed for one week around early November
St Erth Road

Right turn into and out of St Erth Road from Outland Road will be closed for the duration of the work
Ham Drive

Closure of the northbound lane between Outland Road and Camilla Terrace for one week around early January. This will also include closing the left and right turns into Ham Drive from Outland Road
Weston Park Road

Closure of the southbound lane between Outland Road and Limetree Road for approximately three weeks around early February. This will also include closing the left turn into Weston Park Road from Outland Road.
The bus stop on the northbound side of Outland Road, opposite Torr Lane, will be closed temporarily during the early stages, for around seven weeks. Notices will be placed in the bus shelter advising the dates of closure. Bus passengers will need to use the bus stop just before Ham Drive during this period.

Temporary traffic signals will be in place at the Ham Drive junction for the duration of the work. Works will be suspended during the Christmas period but the traffic management will remain in place.

Anyone travelling along this route is advised to plan ahead and allow extra time for their journey.

The scheme is estimated to cost around £2 million, with over £1 million being provided by the Heart-of-the-South-West Local Enterprise Partnership.

It is part of a masterplan of highway improvements that will help unlock development and deliver 9,000 new jobs and 3,000 new homes in the north of the city, complementing other transport schemes along the Northern Corridor including the Derriford Transport Scheme.
